…is the appearance of innovation.

Well, it certainly seems that way; Can’t sell services over the Internet? Call them The Cloud. Can’t sell Risk Assessments and Vulnerability Management? Call it Operational Resilience. Can’t sell data management and access control on mobile? Call it BYOD.

When it becomes clear that there is no-where left to go with your existing product or service, the appearance of innovation seems to be the go-to place for institutions staring down the barrel of obsolescence. Instead of working on their customer service, value-adds, or – God forbid – actually improving their offerings, too many organisations resort to smoke and mirrors to stay competitive.

And the worst part? We let them.

The payments sector is perfect target for this blog, especially given the fact that I know little else. Take these two examples from the last few month; There’s a New Way to Pay With a Selfie, and TD, MasterCard and Nymi Pilot Heartbeat-Authenticated Contactless Payments.

Where is the innovation here, we’ve had biometrics for years? The only thing new is the ability to actually bring the biometrics to bear, which is an advance in mobile technology, not payments. The payment itself  hasn’t changed, we’re still stuck with the same primary account number (PAN) being used by the same intermediaries (Acquirer, Issuer & Card Scheme), over the same systems we’ve had for decades. Even if you build in tokenisation with these systems they’re still mapped to a PAN in the back-end somewhere.

If you accept that a payment is just a transfer of value from one place to another, true innovation must involve the complete disintermediation of almost every player in the current ecosystem except the banks. Sure, there can be service provider intermediaries, but they will be providing true benefits to consumers and banks alike in the fields of identity management / authentication, anti-fraud, customer service, loyalty and reward programs, ratings and reviews, big data analytics and host of others services of which I can barely conceive.

To be worthy of the term ‘innovative’, any service or product offering must have the following attributes:

  1. Be of practical use, and not just theoretical
  2. Provide long-lasting benefit to all stakeholders
  3. Cannot knowingly stifle or exclude competition

For payments, there are a few more:

  1. Be available to the largest portion of the population possible (including those with disabilities)
  2. Be frictionless to the average consumer, or better yet, invisible
  3. Maintain appropriate confidentiality, integrity and availability of all underlying sensitive data, to meet – or exceed – all current legislation, regulation and best practices

Not one, or even ALL of these things at once should be too much to ask, but it’s never that simple. There will always be those existing players whose power and position can make some of these requirements all but impossible for newcomers. And the newcomers themselves rarely do themselves any favours; disruptive innovation, competitive advantage, and blatant greed all prevent true innovation from reaching the mainstream.

In payments, like most industry sectors, collaboration is the key to significant and beneficial change, and in a market worth tens of TRILLIONS of £/€/$, I would have thought there was enough to go around.

 

Ever wonder why data breaches are now called cyber attacks, or an application on the Internet is now called The Cloud? It’s for the same reason that Coca Cola is constantly changing it’s ‘look’, adding ‘new’ flavours of what is basically the same sugary mess. And why they’ve changed their slogan FORTY SEVEN times in their 125 year history;

To keep things fresh, to keep you thinking about them, and of course, to help you spend money.

So is this necessarily a bad thing for the field of information security? The answer is clearly no if these marketing ‘tricks’ actually help keep you secure though valid awareness programs and good services. But a resounding YES if it’s just a new buzz-phrase used to sell the same services with less due diligence.

Too many vendors and self-interested lobby groups are frighteningly good at demand generation. From new buzz-phrases, the invention of perceived needs, and playing on an organisation’s fear of losing a competitive edge, these have all been the cause of many bad purchasing decisions. This is especially frustrating when the tools for making good decisions have been around for decades. Literally.

For example; ISO 27001 – probably the best known and de facto security framework – has it’s roots in BS 7799 first published in 1995, ISACA’s COBIT was released in 1996, and even PCI (which is just a controls based standard for the protection of cardholder data) has some merit in its 10th year in existence. If these aren’t enough, the ages-old – but still VERY much alive – concept of Confidentiality, Integrity and Availability has been around for so long that no-one seems to know when it started.

And these are just the overarching frameworks for the security of data, beneath them you have equally well known, mature, and readily available tools for the protection of your data assets:

1. Governance – The Business side and the IT side having meaningful conversations;

2. Risk Assessment – An examination of the business needs applied to the current ability to achieve those goals;

3. Vendor Due Diligence – a THOROUGH review of the external help you’ll likely need;

4. Asset Management – You can’t manage what you don’t even know you have; and

5. Vulnerability Management and Change Control – If you have absolute control over the changes you make internally, the only things that can increase risk are from the outside. These two tools work hand-in-hand.

All of these tools are covered to a varying degree in the above frameworks, and represent standard good security practices established for longer than most of us have been alive. Without these processes in place, you don’t have data security. Full stop.

So if they are that established, why are they not as well known and pervasive as they should be? Simple, and for the same reason no-one likes paying for insurance; there is no obvious positive impact on the bottom line. Where’s the ROI for spending money on security? But this assumes that an ROI involves making MORE money, but is not LOSING money just as impactful? Fines, damages / reparations, and the inevitable loss of reputation all have significant negative impact.

Instituting an appropriate level of data security for your business is actually quite simple, keeping it in place requires much more effort but is equally simple; follow the decades-old advice of the existing frameworks.

The thing with security is that there is always more than 1 top priority, so the trick is not to choose which comes first, it’s to get them ALL assigned and moving forward at the same time. There are simply too many interdependencies, and you will only avoid the inevitable road-blocks or analysis paralysis if you plan accordingly.

Asset Management is one of those top priorities, and is at the core of everything else you will ever do in the development, maintenance, and continuous improvement of your security program.

If you do it properly that is.

Prior to v3.0 of the DSS, the requirement for asset management only went so far as an understanding of every system type, function, and number of them. Basically a spreadsheet to support the sample sizes and PCI validation efforts. But this undermines the entire assessment process itself, as the whole point of an assessment is that you are able to make educated judgment calls. Knowing that you have 20 Windows web servers tells you nothing about the potential impact of their loss, for example.

I think everyone’s heard the famous mis-quote by Peter Drucker; “If you can’t measure it, you can’t manage it.”, but how do you measure the value of an asset? The answer, like everything else in security, is simple. Not easy, and pretty much never done well, but it IS simple;

The value of each of your assets is directly related to the value of the data that flows through it.” and;

The value of your data is directly related to its importance to your business.

If you don’t know the above values you have a lot more problems than security.

It does not matter whether or not the ‘value’ is in financial or criticality terms, what matters is that every other security process must directly reflect its relative importance to your organisation. Does a web server have more importance to an e-commerce only merchant than it does to a plague/nest/whoop of lawyers (or whatever their collective noun is)? Maybe, maybe not. Would you expend far more effort protecting your intellectual property than you would your public web content? Of course you would, unless you’re irretrievably stupid (my favourite quote from A Fish Called Wanda).

But what IS an asset? It’s not just your servers, network devices and software, it’s your locations, your vendors, your business processes, and just as importantly, it’s your PEOPLE. Or more to the point, your people’s knowledge and skill-sets. There are often many single-points of failure in most organisations, and the one that’s most often overlooked is the human factor.

Unless you include ALL of these things, none of the following business processes will be anywhere near as effective, and perhaps not even possible:

  1. Risk Assessment – No point trying to examine your risks if you don’t know what those risks are related to.
  2. Gap Analysis & Security Control Acquisition – A logical follow on from a risk assessment, what are the gaps you have to fill? Can you use existing assets?
  3. Change Control – How can you give appropriate attention to change requests if you have no indication of regulatory relevance, maximum data classification, or the business criticality?
  4. Automated / Continuous Compliance Validation – If [for example] you don’t have a list of all the running services and listening ports against your systems, how can you hope to automate the detection of policy / compliance violations?
  5. Business Transformation – Try adjusting your business in the face of competition when you don’t know what you have and how it fits together.

Quite simply, Asset Management is too important and too core to security to give it real justice in a blog. Suffice to say, it is one of the easiest ways to centralise the required information to support every other process used to manage your security program. It is because Asset Management is so overlooked by PCI that everything else is seen as being so difficult.

This is one of the few areas where I actually recommend you look into implementing technology. An Asset Management System (AMS), especially if it forms the core of a Governance, Risk and Compliance tool. Surprisingly few do.

    • The goal is not security, it’s staying in business securely
    • BAU is where the true value of the core concepts is realised

…and have hopefully expressed in enough detail, the advantages of not only each of these steps, but of a security program ‘done right’.

What I have only alluded to, but will now examine in greater detail, is how the 6 Core Concepts make any regulation / standard / framework related to data security an afterthought.  Not that they aren’t useful, nor can they be ignored, but you’d already be ‘compliant’ with them.  The concepts themselves have been around for generations, and there are many treatises on each and every one.  There are even entire institutions dedicated to perfecting single concepts, but it’s only when you combine them all in a manner appropriate to YOUR business do they make sense.

I’m also talking about the fact that not one regulation the world-over goes deeper, and/or broader in their data security requirements, than you need to go for your business. They can’t, as the very names ‘standard’ and ‘framework’ automatically preclude, provide complete relevance to your organisation.  Nor can they possibly cover every nuance of every business type, sector, and culture.

What these regulations are trying to accomplish – but none state this outright – is a shift in culture away from function/profit only, to security enabled function/profit.  All 6 core concepts are basic fundamentals of security, yet are mostly ignored for reasons innumerable.  I hesitate to use the phrase business responsibility – I have enough issues with sounding like a lecturer – but that’s what it amounts to; you are responsible to protect the data in your possession.

But can you imagine going about your business, secure in the knowledge that no matter what security requirement or regulation gets thrown at you, you are already there!  Maybe not entirely, but the adjustments will be minimal, and will never require the level of effort that even PCI requires from you year after year.

In a nutshell;  If you do security properly, you will ALREADY be compliant with the security requirements of PCI / HIPAA / PoPI / SoX / SSAE-16 / GDPR / Swedish Personal Data Act / …and so on!

No more multiple annual audits / assessments (assuming you have some form of GRC tool), you will not only be compliant ALL the time, you can easily VALIDATE your compliance!

But none of this will be possible if your CEO doesn’t believe in it.  One again this phrase applies;

The CEO sets the tone for the entire company: its vision, its values, its direction, and its priorities.  If the organisation fails to achieve [enter business goal here], it’s the CEOs fault, and no-one else’s.

It does not matter what the goal, from PCI compliance, to great customer service, to an ethical salesforce, to a security culture that enables to business to grow responsibly, it’s the CEO who is responsible. And accountable.

I am pulling the following from where the sun doesn’t shine (no, not Scotland), but I would estimate that any time the CEO spends evangelising an appropriate security culture will be paid back 100-fold in terms of resource / capital / DR cost savings.

And it’s all so simple.  Not easy, but it is simple.

It may take years, even in smaller organisations, but the major costs are all front-loaded, and the long-term savings way in excess of the annual costs associated with constantly reacting.  Security is only effective if it’s mostly pro-active, and that’s exactly what the 6 Core Concepts are designed to do.

This will be the shortest of my blogs on the Security Core Concepts for a number of reasons;

  1. The majority or organisations will not raise their security program to the point that this is even possible;
  2. It will be assumed that this is all covered in the previous steps; and
  3. It’s often only perceived as a nice to have, but not critical.

…and so on.

But the biggest reason I’m not going to focus on this, is because the preceding Core Concepts tell you what you need to know, and reading my additional thoughts should be unnecessary. If you introduce the first 5 Core Concepts, this will be the only logical next step, and the benefits clear.

Business Continuity Management (BCM) is; “…a compilation of processes that identifies and evaluates potential risks to an organization and develops the organization’s resilience by ensuring critical objectives are met the resources necessary to achieve those objectives are available.

I have emphasised resilience because this is really what it’s all about; staying in business. The Security Core Concepts deal with only one part of what Business Continuity is all about. Yes, a very important part, but your data, and the ability to process that data, is not all your business encompasses.

This is why BCM belongs under your Governance framework. As the gatekeepers of your change control, and focal point for conversations between all departments, they are best placed to manage the never ending adaptation of your resiliency processes in light of internal changes, and the external threat landscape.

It’s shocking just how unprepared most organisations are for this contingency planning. What would have been an inconvenience is now a full blown event, and what should have stayed an event, is now a business crippling disaster. All for the want of a few more conversations, a few additional processes, and an annual test.

Seems a small price to pay for staying is business, doesn’t it?

As for Business as Usual (BAU), it’s; “…the normal execution of standard functional operations within an organisation.”

How can something so blatantly obvious not be the Holy Grail of security? Why is getting to this point so difficult for every organisation I’ve even worked for?

Back to my Ikea analogy from a previous post; Let’s say the instructions to build a bed-side table are lost and it’s your job to work out how it’s put together. You will eventually work it out (unless you’re me), and you’ll be happy. But now let’s say you didn’t write down HOW you did it, will you be able to put another one together as fast as you could if you had instructions? More to the point, could someone else who is new to the task?

BAU is the standardisation of all of your processes to the point that they become second nature, AND are documented in such a fashion that anyone can pick up where the previous person left off. The phase ‘Knowledge Management’, which is intrinsic to BAU, was a big deal in years past, but seems to been usurped by the next security-shiny-thing.

Either way, knowledge management is the difference between doing everything all over again every time (reinventing the wheel), and doing it properly every time. Or being able to safely and quickly transition your business towards innovation and market competition, and away from disaster or obscurity.

And now you know why policies and procedure are so important, and one of The 4 Foundations of Security?

Take a guess as to who is responsible for driving an organisational culture that embraces BAU? Yep, the CEO, and I hope you weren’t surprised.

There is clearly more involved in both BCM and BAU, but we’re keeping things simple.
